Federatsija Futbola Ukraina

The Football Federation of Ukraine (FFU) is the governing body of football (soccer) in Ukraine. It governs the football competitions for the Professional Football League of Ukraine, including the Ukrainian Cup, the Ukrainian Football Amateur Association, the competitions among the youth (under-18), and also the Ukraine national football team. It also sets the regulations to the Ukrainian Premier League and the Professional Football League of Ukraine. It is headquartered in the national capital, Kiev.

Organization

Foundation

On 6 March 1991 by the effort of Viktor Bannikov was established and legally formed the Football Federation of Ukraine (FFU) as part of the Football Federation of the Soviet Union (Russian Football Union). However, it fully was controlled and subordinated to the Moscow's governing body.

On 24 August 1991 the Supreme Council of Ukraine by its Act of Declaration of Independence of Ukraine expressed its intent of casting away from Soviet Union and creation of a sovereign state – Ukraine. After these event the Executive Committee of Football Federation of the Ukrainian SSR made the decision to have a Plenary session in the beginning of December where the future of the growth of the national sport would be defined.

However, until then the following events took place that contribute to a certain degree of confusion.
- In the beginning of the September a joined conference of the governing body of the federation and the national football society took place where it was announces to establish internal institutes which would subordinate to Moscow.
- In October a meeting between Viktor Bannikov and the president UEFA, Lennart Johansson, took place. The president of the UEFA promised to fully support Ukraine of joining the European football organization.
About the fact that on the world map appeared a new nation the world society realized on 1 December 1991 after the conduction of the All-national Ukrainian independence referendum, 1991.

After all that, on 13 December in the big hall of ministry in affairs of the youth, sport, and tourism the Council of the Federation in one voice accepted the following declaration:

13 December is the day when the Football Federation of Ukraine was established.

Structure

The main decisions of all-national importance are discussed at the meetings of the Congress of Football Federation of Ukraine (FFU). Congress also elects the president and vice-presidents (presidential cabinet) of federation and confirms several football government bodies such as presidium, executive committee, appellation committee, and others. The congress is more of a legislative body of government and sets goals and directions for the development of football in the country. All official meetings of various football government institutions take place at the "Building of Football" (Budynok futbolu) in Kiev.

All structural and organizational issues are executed by the Executive Committee (Vykonkom). The executive committee consists of about 30 people and includes the presidential cabinet of federation. To assist the executive committee there exists a presidium which organizes the meetings of the Vykonkom. The presidium composed of 16 people, among which are all the members of the presidential cabinet as well.

The federation also has two judicial bodies of government: the control disciplinary committee (KDK) and the appellation committee. Those are small committees and are confirmed by the congress of Football Federation of Ukraine.

Aside of the above mentioned organizations there are numerous other committees and directorates that supplement in the organization of football events in Ukraine. Among the most important are the Committee of professional football, the Committee of national teams, the Committee of referees, the Expert Commission, the Council of a strategic development of professional football, and many others. There are also collective members of federation that include various public organizations such as regional federation, student associations, independent leagues, travel agencies, others.

History

Football Federation of the Ukrainian SSR

In January 1964 at the plenum of Football Federation of UkrSSR was elected a new president Fedor Martyanovych Martyniuk who was the head of the Zhytomyr Oblast council of the Union of sport associations and organizations. He also instantaneously was included into the presidium of the Russian Football Union.

On December 29, 1968 the State Committee of Fitness and Sport was reinstated by the Ministries of the Soviet Union. A similar committee was created also by the UkrSSR Council of Ministers called simply Sport Committee of UkrSSR. Since 1969 the Football Federation of USSR was overtaken by the Football Directorate of that Committee, while the Ukrainian Federation by its own Committee. The Chief director of the Sport Committee of UkrSSR was appointed Oleh Oleksandrovych Oshenkov in 1971 (simultaneously being elected as the president of the Republican Federation), a position that supersedes the president of a federation.

In March 1976 were created several commissions of the Federation. The head of the scientific-methodical council was elected V.Kozhukhov.

By the end of 1977 Mykola Fedorovych Fominykh replaced Oleh Oleksandrovych Oshenkov as the Chief director of the Republican Sport Committee. In 1980 a special directorate was created the Directorate of sport structures director of which was appointed B.M.Voskresensky. In 1983 the Football Federation of UkrSSR was recognized as the best in the Soviet Union.

On April 29, 1987 the new plenum of the Federation elected Yuriy Oleksandrovych Pustovarov as its president for his successful work with the Commission of mass-organized activities replacing M.Fominykh who was appointed as his deputy. Remarkable is the fact that at the plenum Viktor Bannykov was elected to the presidium of the Federation. The head of the scientific-methodical council was elected A.Popov.

In July 1989 in Soviet Union was created the Union of football leagues of USSR as an autonomous organization to improve the organization the football sport events. Among its administrative council were several Ukrainian coaches such as Valeriy Lobanovskiy, Yevhen Lemeshko, and others. The constituent conference of this organization took place at the end of July to accept the statute of the organization and review the structure of organization 1990 Soviet championship. However the statute of the Union was liquidated by the chief director of the State Sport Committee of USSR V.Koloskov and the Union was simply incorporated into the Soviet Federation as one of its numerous other committees. On January 9–10 the All-Union football conference took place in Moscow that decided to simplify the Union of football leagues of USSR and replace it with a some sort of committee. Valeriy Lobanovskiy was called for an interview in the ideological department of the Central Committee of Soviet Communist Party to find a common ground.
